"For some reason, it is considered better to spend money paying people to pick up litter than it is to persuade people not to drop it in the first place. The litterbugs campaign, however, is an excellent example of a "Nudge" - astutely using social pressure to persuade the young that littering makes you look bad. It also attracted the kind of media attention that is earned rather than bought. And it saved taxpayers more than £3 a month."
