Tony Butler, 53, the former head of management services at the Crown Prosecution Service, will take over day-to-day control of the ASA's 60 staff while ensuring that the work of its three directors does not overlap.

He fills the gap left by Duncan Lustig-Prean, a former Royal Navy lieutenant commander, who left in July last year after only three months in the job because of claims that his role as a gay activist created conflict with his job at the advertising watchdog.

One of Butler's main tasks will be to co-ordinate the activities of Roger Wisbey, the ASA's director of investigations, Phil Griffiths, its chief of finance and support services, and Caroline Crawford, its head of communications.

Later, he is expected to take over some of the responsibilities of Matti Alderson, the ASA's director general, in promoting the extension of advertising self-regulation across Europe.

Butler, chosen out of 1,500 people who responded to a headhunter's ad for the job, has held a number of senior jobs at the Department of Transport and the Department of the Environment.

Before joining the CPS in 1996 he was director of corporate affairs at the Inspectorate of Pollution.

Meanwhile the ASA has appointed the writer and marketing consultant, Pauline Thomas, 42, as a member of its council. London born and of Guyanian origin, she is a law graduate currently working as a consultant for the accountancy firm Grant Thornton. Her first novel, Birthright, was published last year.
