The auction site is holding a pitch involving its roster agencies in the main European markets, along with a selection of non-roster agencies.
The company currently works with DM agencies on a country-by-country basis, but is thought to be keen to consolidate its entire pan-European account into one shop.
Current incumbent agencies include Tullo Marshall Warren in the UK, Euro RSCG in France and Mortierbrigade in Belgium.
Last month, eBay called a pitch to consolidate its £22 million pan-European above-the-line business into one agency.
EBay is also expected to review its UK media account this year. It is currently held by PHD, although Carat was awarded a brief for the brand's pre-Christmas campaign in November last year.
