The Government's advertising budget dropped slightly to £160.6 million in the financial year ending March 2003, down from £162.6 million in the previous 12 months. COI Communications' annual report shows it met the efficiency target set by the Government but scrapped quality targets while it devised a better system for measuring its performance.
