HOTLINE: IPA welcomes Clear Channel's plan

The IPA has given a qualified welcome to Clear Channel's plan to merge its newly acquired Score Outdoor with its billboard business, More O'Ferrall, to create a "third force in the 48/96-sheet market, next to Maiden and JCDecaux. But the IPA has warned the new operation not to ignore the needs of advertisers who require only local or regional coverage.
