Rupert Howell, the former HHCL & Partners boss who quit as chief executive of Chime Communications last year, is to be a member of the independent body being set up to review the role of government spin doctors. The Cabinet Office announced the review this week as part of its response to a Commons inquiry into events which led up to the resignation of Jo Moore, a special adviser to the then transport secretary, Stephen Byers.
