ITC appoints advertising and sponsorship head

- The Independent Television Commission has appointed Stephen Locke as its new director of advertising and sponsorship.

Locke, who joins from Andersen Consulting, replaces Frank Willis who retired from the ITC last November on the grounds of ill health. He subsequently died of cancer in mid-March.

Locke was global director of strategic research at Andersen, a post he had held since 1997. Before joining Andersen's he spent 15 years at the Consumer Association where his last role was that of director of research and policy.

Peter Rogers, chief executive at the ITC, said: "We are delighted to welcome Stephen to the ITC. His experience gives him both a consumer and a business perspective, which will be extremely valuable in addressing the complex issues of advertising regulation."
