They are setting up a joint venture operation in Bucharest to service Eastern Europe's third-largest ad market.
The move marks the end of the co-operation between Scholz and GAV Balkanski. The new agency, to be called Scholz & Friends Bucharest, will begin operations in September.
Stefan Jansen, the managing director of Scholz & Friends International, said the agency would "offer our clients enlarged and excellent services, drawing on Lowe's existing talents".
