JCPenney's new campaign by Mother New York features shoppers saying "No" to complicated sales prices.

As well as a a TV commercial, the campaign includes a Facebook page where shoppers can scream into a "No-Meter" to measure their level of frustration and an out-of-home takeover of 34th Street Herald Square station.
