The process is likely to result in pitches taking place during the autumn before the appointment of a new roster.
COI last conducted a review of its digital agencies in 2003, resulting in a pruning of the roster to 15 agencies to handle creative briefs. I-level was appointed to work on COI's online planning and buying.
Agencies on the COI roster include Glue, Arnold Interactive, Dare Digital, itraffic, Profero, EHS Brann, Wheel and Euro RSCG London.
Roster agencies are invited to pitch on individual government client assignments. For instance, Dare Digital was recently appointed to promote the Financial Services Authority through online work.
The review will be handled by Jamie Galloway, COI's director of digital media. COI has increased its digital spend from £1.2 million in 2001 to around £4 million in 2003.
A COI spokeswoman said: "The review is likely to be in October."
