He will partner Steve Vranakis, VCCP's digital creative director, and will report to Rooney Carruthers, the agency's executive creative director. All three will share responsibility for running the creative department.
Michael Sugden, the managing director at VCCP, said: "They will be working as a threesome offering us an amazing amount of experience and insight.
"We've been trying to cut down the barriers between advertising and online for some time and believe we have a creative team running the department that has experience across all media."
Bailes said: "Mother's been brilliant, but this is a great challenge. There is an ambition here for famous work."
Bailes has been at Mother for the past seven years, working on some of the agency's most high-profile accounts, including ITV Digital, PG Tips, Pimm's and Orange.
Before that, he worked at WCRS, where he produced work for BMW, Orange and Butterkist popcorn.
