COI shortlists shops for National Insurance business

LONDON - The Inland Revenue is looking for a creative and media agency to develop a campaign to tell self-employed workers that they need to pay National Insurance.

WCRS, DDB London, DFGW and HHCL/Red Cell have been paired with media agencies and will pitch with Starcom Mediavest, Zenith Optimedia, PHD Media and Mediaedge:cia respectively.

The agencies have been briefed to create a campaign that covers two areas. It must inform workers that they have a legal obligation to register to pay National Insurance within three months of becoming self-employed, and that they will face a penalty if they don’t.

The second area of the campaign will promote the launch of an Inland Revenue hotline next year, which will advise self-employed workers how to register and help them throughout the process.

The pitch is due to be held in mid-September. DFGW, Miles Calcraft Briginshaw Duffy and M&C Saatchi already work on Inland Revenue business.

The Inland Revenue refused to comment on the story as Campaign went to press.
