Owen, who will retain his job title, will focus on general management at Dare, as well as working with the Cossette UK group, including Miles Calcraft Briginshaw Duffy, on cross-agency strategy.
The Canadian marketing services group bought Dare this year for a potential £30 million. At the time, the Cossette chairman, Claude Lessard, told Campaign that he planned to pull the group's four UK companies - MCBD, Dare, Elvis and Band & Brown - closer together and elect a UK president to oversee the group.
Emmel, who joined Dare in 2005, was promoted to the position of planning director in January. Horry joined in December 2006 as a senior planner.
