Enteraction TV has partnered with All Industry Marketing to create a joint venture to launch the channel, which will broadcast 24 hours a day and seven days a week.
The channel, supported by the UK film industry, will feature listings, film previews and behind the scenes footage from films. Viewers will be able to access information about new releases through an interactive facility.
AIM and Enteraction TV are in discussions with advertisers about backing promotions that will run on the channel. Enteraction will produce and manage the channel.
Mark Cullen, the chief executive of Enteraction TV, said: "The channel will give viewers unique access to exclusive content, original programming and a national interactive platform linked to cinemas across the UK."
