The new company is called Rise Communications. It will offer clients and agencies an independent insight to decide on the right communications strategy, Mathews said.
He and Goulborn, who both take the title of founding partner, are in discussion with a number of agencies and clients, and hope to announce their first project shortly. Rise will draw on specialist help according to each brief.
Mathews left Optimedia earlier this year. He teamed up with Goulborn when Goulborn was working on a consultancy basis for the research guru Oscar Jamhouri's company, Integration, on a new research tool.
Mathews said: "We believe accountability comes from communications adding value to the bottom line. We want to offer clients a choice of all the options, and won't be banging a drum for any specific medium."
Goulborn, who left Saatchis in April 2000, said: "When I returned from a year's sabbatical in France, I had a clear idea of what I wanted to do. Simon and I kept crossing paths, and we realised we had the same vision."
