HOTLINE: The Advertising Association attacks the Spanish government

The Advertising Association has attacked the Spanish government for

using its European Union presidency to derail plans to remove

restrictions on free movement of sales promotions in Europe. The

proposal would have allowed sales promotion initiatives lawful in one EU

country to run in all other member states. Andrew Brown, the AA's

director-general, said: "This should not be how democracy operates.".
