Hotline: Ofcom proposes payment for transmitting analogue signals

In a bid to accelerate the take-up of digital TV, Ofcom is proposing that the BBC and Channel 4 be forced to pay for transmitting analogue signals. Unlike ITV and five, the two broadcasters pay nothing to the Treasury.
