The service could be ready to launch as early as the spring as talks continue with the cable companies, NTL and Telewest, which are to be possible partners in the new venture.

The launch of an ITN 24-hour cable news channel would be a direct rival to the BBC's troubled News 24, as well as Sky News and CNN International.

The project is, according to a report in the Times, awaiting the final go ahead from ITN shareholders, which include Carlton Communications, Granada and Reuters.
