The business will be run by International's founder and creative director, Todd Schulz (pictured right). Schulz will report to Nick Hurrell (left), M&C's European chairman.
Berlin is the agency's second office in mainland Europe, following the launch of M&C Saatchi GAD in Paris in September last year.
A Numis Securities analyst said: "The move is a strong one and both growth and investor confidence in the global network are good. By growing the business organically and not throwing money at lots of acquisitions, they are minimising investor risk."
At the stock market's close on Monday 17 July, M&C's shares were at 107 pence per share. Its year high to date was 126p. while its lowest price has been 92p.
