The Omnicom-owned agency was appointed following a three-way pitch process managed by COI.

Earlier in the year, CMEC appointed PHD’s sister creative agency Abbott Mead Vickers BBDO to handle its advertising account after beating TBWA\London, Bartle Bogle Hegarty and Chick Smith Trott to the business.

PHD will develop a national campaign promoting effective child maintenance arrangements and parental financial responsibility for children, whilst providing information and support service for separating parents.

The full campaign with work from both AMV BBDO and PHD is provisionally set for 2010, with creative work by AMV BBDO already being piloted in the ITV Central region. No decisions have been made on media spend.

Stephen Leonard, the customer and commissioning director at The Child Maintenance and Enforcement Commission, said: "PHD impressed us with its strategic understanding of the issues and will work with us in ensuring the commission achieves value and impact from its campaigns."
