REVIEW: Tessa Jowell suggests BBC should be controlled by Ofcom

Tessa Jowell, the culture secretary, has suggested that parts of

the BBC could be brought more fully under the control of Ofcom, the new

communications regulator. At the Labour Party conference, Jowell said

there were "at least three" areas where the relationship between Ofcom
