Bauer will be responsible for developing Starcom's 'Fuelling Brand Power' proposition and for bringing a fresh perspective to the understanding of brands and consumers.
Bauer brings with him experience from working on both the advertising agency and client side of the business. He has previously worked for Euro RSCG Wnek Gosper, Rapier, Burkitt DDB as well as BT and Orange, where he was head of consumer communications planning.
Bauer said: "Building on Starcom's strong planning heritage with the introduction of consumer context planning represents a fabulous opportunity, facilitating even tighter connections between our brands and consumers."
Pete Edwards, the managing director of Starcom Motive, added: "I believe it will have a great effect in enhancing the breadth and depth of our thinking and Mark will be working closely with all the departments to make this happen."
