The World: Brussels - Spain warned over breach of TV advertising rules

Spain has been given a second and final warning by the European Commission over a breach of TV advertising rules, with the threat of being taken to the European Court of Justice if it fails to comply again.

Viviane Reding, the Commission's information society and media commissioner, claims Spain has not taken the necessary measures to comply with the European limit of 12 minutes of ad spots per clock hour.

The Commission claims that monitoring carried out during 2005 and 2006 showed the 12-minute limit was being broken to a serious degree.

Officials accuse Spain of defining the term "advertising spot" too narrowly and interpreting some forms of advertising as falling outside the limit.
