The city is seeking to attract more than 50 million visitors a year by 2015. This would mean a 16 per cent increase on the current figure of 43 million.
The agencies involved have been briefed, and are scheduled to make their final presentations at the end of this month.
The review is being spearheaded by George Fertitta, the city's marketing chief. He assumed his role in June after the city's mayor, Michael Bloomberg, consolidated three departments and put him in charge.
