The World: Washington - FCC fines Fox over 'indecent' programming

The Federal Communications Commission has fined 13 Fox stations for an episode of Married by America, which was screened five years ago and featured two couples being entertained by male and female strippers.

Each station must pay a $7,000 fine as part of an FCC drive against what it calls indecency on TV. Fox had argued that the scenes were carefully pixilated and that the strippers were on air for little more than ten seconds.

Meanwhile, ABC is appealing against the FCC's decision to fine the Walt Disney network and 45 of its stations $1,237,500 for screening a 2003 episode of NYPD Blue that showed a woman's buttocks.

ABC called the decision "arbitrary and capricious" and has filed papers to the US Court of Appeals.
